If the State, Autonomous or Local (municipal) Administration or the Administration of Justice does not locate you for a notification of any kind, it will publish it in the BOLETIN OFICIAL DEL ESTADO (BOE) which, despite being obligatory reading, nobody reads. 

Please note that 20 days after the publication of the notice or the edict, it will no longer be accessible to the public, so it will only be possible to consult the notice on the TABLON EDICTAL UNICO (in acronym “TEU”) and on the TABLON EDICTAL JUDICIAL UNICO (in acronym “TEJU” OR “TJU”).

WHAT ARE THE EFFECTS OF NOTIFICATION BY EDICTS IN THE BOE?

Once the notification has been published in the BOE, any person, whether natural or legal, living in Spain or not, will be deemed to have been correctly notified, which means that the time limits for opposing the notification will begin to expire as from that publication, with the fatal consequence that they will no longer be able to oppose the act whose notification has been made. In other words, the person notified will lose the possibility of exercising his or her rights.

When the Spanish state, community or local administration tries to notify something to a citizen and they do not succeed, they have to publish the notices in the BOE (which nobody reads despite the fact that they are compulsory reading for all citizens). Once they are published in the BOE, they are kept for 20 days, after which time they are no longer accessible, in which case they must be consulted in the TEU.

Please note that in order to register and receive notices to a personal email, you need to have a DNI, NIE or NIF electronic previously, because the publications of announcements do not put the name and surname but only the number of DNI, NIE or NIF. (IDENTITY CARD, FOREIGNER’S IDENTIFICATION NUMBER, TAX IDENTIFICATION NUMBER)

The above. Do not confuse the TEU (from ADMINISTRATIVE NOTIFICATIONS) with the TJU: (from JUDICIAL NOTIFICATIONS). It is important to have registered for each one.

The main difference between the Tablón Edictal Único (TEU) and the Tablón Judicial Único (TJU) lies in their scope of application and the nature of the notices they publish.

  1. Single Bulletin Panel (TEU):
    • This is a system for the electronic publication of edicts and administrative notifications, managed by the State Agency Official State Gazette (BOE).
    • It is mainly used by public administrations to publish notifications addressed to interested parties who have not been able to be located.
    • It has been mandatory since Law 39/2015, on Common Administrative Procedure of Public Administrations, as a form of public notification.
  2. Single Judicial Panel (TJU):
    • This is the judicial notice board, where edicts and notifications related to judicial proceedings are published.
    • It is mainly used by judicial bodies to notify the parties to a proceeding when they cannot be located or notified in person.
    • While in the past many court notices were published in the BOE or local newspapers, the TJU allows for the centralisation and public consultation of these court notices.

In summary, the main difference is that the TEU is for notifications of an administrative nature and the TJU or TEJU is specifically for judicial notices and notifications.

WHEN DO NOTIFICATIONS AND COURT NOTICES CEASE TO BE ACCESSIBLE IN THE BOE?

In the Official State Gazette (BOE), judicial edicts and notifications remain published for a period of 4 months (the judicial edicts) and 20 days (the administrative notifications), from the date of publication.

After these deadlines, they can only be consulted electronically on the Tablón Edictal Único (TEU) and the Tablón Judicial Único (TJU or TEJU) to comply with data protection regulations and are no longer directly visible, to prevent sensitive personal data from remaining available indefinitely on the internet. Hence the need to register for alerts by e-mail, which you designate.

In certain cases, it may be possible to request a certification of the publication if needed to prove the notification.
